Biographical / Historical
While the origin of the first major league scout is unknown, the practice began in the late 19th to early 20th century. With the introduction of the amatuer free agent draft in June 1965, baseball scouting drastically changed. In 1974, the Major League Baseball Scouting Bureau was established to equalize scouting efforts and provide the same information to all teams. By the mid-1980s every team was required to join and pay the Bureau. -- National Baseball Hall of Fame https://baseballhall.org/discover-more/stories/baseball-history/in-search-of-history
